Zelensky visits liberated Kherson. President Volodymyr Zelensky is visiting the city of Kherson, according to a Reuters witness. Kherson was liberated by Ukrainian troops on Nov. 11.

Zelensky: ’We are ready for peace, a peace for all of Ukraine.’ During a visit to the recently liberated Kherson on Nov. 14, President Volodymyr Zelensky said that Ukraine is ready for peace, but peace for all of its territories, which is why it continues operations to liberate the occupied areas.

Ombudsman calls for returning accreditations to journalists reporting from liberated Kherson. The General Staff of Ukraine’s Armed Forces canceled accreditation for a number of journalists for violating the rules by reporting from the liberated area before it was allowed, meaning before the “stabilization works” were over.

Borrell: Despite Russia’s defeat in Kherson, it still has resources to destroy Ukraine’s infrastructure. “Moscow’s ability to inflict damage is still significant,” European Union’s foreign policy chief Josep Borrell said. “It’s not using it to fight the military, it’s using it to destroy critical infrastructure.”

Watchdog: More missiles delivered from Belarus to Russia. A Russian IL-76 aircraft arrived on Nov. 13 at the Machulishchy airfield in Belarus and flew to the Millerovo airfield in Russia’s Rostov Oblast after that, according to the Belarusian Hajun, a group that monitors the movement of Russian weapons. Before the arrival of the plane, five trailers carrying 20 missiles in the direction of the Machulishchy airfield were noticed, the watchdog wrote.

General Staff: Russian troops to evict civilians from three occupied settlements in Luhansk Oblast. In its evening update, the General Staff of Ukraine’s Armed Forces said that Russian forces plan to completely evict the civilian population from the settlements of Kreminna, Sievierodonetsk, and Rubizhne, Luhansk Oblast.

Russian-backed militant in Donetsk Oblast convicted for attacking civilians in Mariupol. The militant with the nom de guerre Phil has been sentenced to 12 years in prison for high treason and participation in the activities of illegal armed groups, the prosecutor’s office of Donetsk Oblast reported on Nov. 14. Ukraine’s Security Service said that the militant had operated a T-72 tank during the hostilities in Mariupol and conducted at least 20 attacks targeting residential high-rise buildings in the city.

Zelensky to G20 summit: ’Now is the time to end Russia’s destructive war.’ President Volodymyr Zelensky told the G20 summit in Bali virtually that he is “convinced now is the time when the Russian destructive war must and can be stopped,” AFP reported. Zelensky also said there would be no Minsk 3, a reference to two previous failed agreements to end Russia’s invasion in 2014 and the ensuing war in Ukraine’s east. “We will not allow Russia to wait out and build up its forces,“ Zelensky said, the Guardian reported. The president also suggested an ‘all for all’ prisoner swap with Russia, AFP also reported on Twitter.

UN supports resolution for Russia to pay war reparations to Ukraine. The United Nations General Assembly on Nov. 14 passed a resolution saying that Russia must be held accountable for international law violations during its war in Ukraine, and must pay war reparations. According to the voting, 94 countries favored the measure, 14 nations, including China and Iran, voted against it, and 73 countries abstained.

Foreign Ministry: Russia is not in position to dictate terms of negotiations. Oleh Nikolenko, a spokesman for Ukraine’s Foreign Ministry, made the statement in response to Russia’s claims that it wouldn’t meet Ukrainian demand to withdraw its forces from Ukrainian territories to start negotiations.

Putin signs a decree allowing foreigners to serve in Russian army. Foreign fighters can now serve in the ranks of Russia’s Armed Forces, according to the state news agency TASS.

When liberation came, many Kherson residents could barely believe the ordeal was over. Kherson was the only regional capital that Russians managed to capture, back in the first days of the full-scale invasion. A brutal occupation then ensued, with many residents being suppressed, robbed, abducted, tortured or killed.

Three days after the liberation of the southern regional capital of Kherson, President Volodymyr Zelensky paid an unannounced visit to the city. Zelensky said Ukraine is only “interested in de-occupation of our country and territories.” “We are (always) ready for peace. A peace for all of Ukraine,” he added.

Russia attacks Dnipropetrovsk, Kharkiv oblasts, injuring 2. Russian forces struck Kharkiv Oblast settlements located close to the frontline and the Russian-Ukrainian border, wounding two residents of Kupiansk, Kharkiv Oblast Governor Oleh Syniehubov reported on Nov. 14. Russia also attacked two communities in Dnipropetrovsk Oblast with Grad multiple launch rocket systems and heavy artillery, Dnipropetrovsk Oblast Governor Valentyn Reznichenko said.

CNN: US looking at ways to modify advanced drones for Ukraine. Two unnamed officials who spoke to CNN said the U.S. has been studying changes that could be made to the advanced Gray Eagle MQ-1C drones that would decrease the likelihood of sensitive technology onboard the drones being stolen on the battlefield. Earlier, the Wall Street Journal reported the Biden Administration had refused to provide Ukraine with the drones.

General Staff: Russia has lost 81,370 troops in Ukraine since Feb. 24. Ukraine’s General Staff reported on Nov. 14 that Russia had also lost 2,848 tanks, 5,748 armored fighting vehicles, 4,316 vehicles and fuel tanks, 1,839 artillery systems, 393 multiple launch rocket systems, 206 air defense systems, 278 airplanes, 261 helicopters, 1,509 drones, and 16 boats.

International response

Lithuania sends armored vehicles, ammunition to Ukraine. The new batch of military aid includes 12 M113 armored personnel carriers, according to Lithuania’s Defense Minister Arvydas Anusauskas.

UK to transfer first $5.8 million tranche of aid to support Ukraine’s energy system. British Foreign Secretary James Cleverley, Ukraine’s Energy Minister Herman Halushchenko, and U.K. Business and Energy Secretary Grant Shapps will sign the agreement on the transfer on Nov. 14.

Canada to allocate $500 million to Ukraine, sanction 23 Russians. According to the statement, the extra funding adds to the $3.4 billion Canadian assistance to Ukraine that was allocated to fund the military, help with surveillance, and buy communications equipment, fuel, and medical supplies.

US to impose sanctions against transnational network helping Russia to buy weapons. The sanctions would target 14 individuals and 28 entities that have been helping Russia to acquire military technologies for its war against Ukraine, according to U.S. Treasury Secretary Janet Yellen, Reuters reported.

Biden, Xi say nuclear war should never be fought. U.S. President Joe Biden and Chinese leader Xi Jinping discussed Russia’s war against Ukraine and its threats to use nuclear weapons before the G20 summit in Bali, the White House reported on Nov. 14.

Biden rules out peace talks on Russia’s war without Ukraine’s participation. “I’ve been very clear that we’re going to continue to provide the capability for the Ukrainian people to defend themselves – and we are not going to engage in any negotiation. There’s nothing about Ukraine without Ukraine, this is a decision Ukraine has to make,” Biden said, as quoted by CNN.

Zambia seeks explanation after national conscripted by Russia and sent to Ukraine. The Zambian government has requested Russian authorities explain how a Zambian citizen serving jail time in Moscow could have been recruited to fight in Ukraine, where he was killed, Zambia’s Foreign Affairs Minister Stanley Kakubo said in a statement on Nov. 14, Reuters reports. According to Kakubo, the Zambian national was a student who was serving a jail sentence near Moscow after being convicted of breaking the law.
